Obtained an (LL.B) and a (BA) in 1998; an LL.M in 2000, Cairo University, Egypt; a DU from the University of Lyon II, France, in 2002 ; and a (Ph.D.) in cybercrime from the University of Lyon III in France (2006).
Doctor Chawki is a Senior Judge at the Council of State, Egypt (détaché auprès du Ministère de la Culture); the Founder and Chairman of the International Association of Cybercrime Prevention (AILCC) in Paris. An association of international IT experts and legal scholars specializing in Cyber law, privacy and security.
Judge Chawki is a Post - doc researcher at the University of Aix-Marseille III , he also works as a Senior Legal Counselor to the Minister of Military Production in Egypt, where he drafts legal opinions on various topics related to Information Technology. M. Chawki acts as legal consultant to the Chairman of Egyptian Financial Supervisory Authority (EFSA) where he handles matters involving issues of public, private, and Egyptian capital market laws and former Legal Counselor to the Chairman of Capital Market Authority (CMA) in Egypt. In 2008 he was appointed to serve on the Expert group charged with implementing the project “Fisc Financial Component 3” in the Egyptian Capital Market Authority.
Judge Dr. Chawki has extensive knowledge of High Tec criminality, cyber crime and cyber terrorism, including countermeasures and prevention. As a part of his research he carried out an intership at Interpol’s Financial and High Tec Crime Unit. He also used to conduct legal analysis for the Organisation of CyberAngels in NYC and advice cybercrime victims on various issues related to countermeasures and prevention. Doctor Chawki is a Fellow of the Royal Society of Arts in the United Kingdom (FRSA), a member of the International Scientific and Professional Advisory Council of the United Nations Crime Prevention and Criminal Justice Programme (ISPAC), a member of the European Society of Criminal Law, a researcher at CEDEJ (MAEE / CNRS) and a board member of Computer Crime Research Center (CCRC) in Ukraine.
On a different note, Judge Chawki has taught part- time on Cybercrime and Cyberlaw at several Egyptian Universities and Institutes and teaches French Law at the National Police Academy in Egypt. He also holds a number of visiting posts else where (in Egypt and abroad). He is a prolific author publishing articles and chapters in books in British and French journals on a variety of legal topics. Dr. Chawki’s most recent book (2008) in French is entitled: Combattre la Cybercriminalité. This is a Comparative Study of English, French, and American Cybercrime Legal Systems.
M. Chawki is a regular speaker at major conferences where he has delivered over 50 conference papers and/or presentations at national and international conferences on on Cybercrime, Investment Fraud, E-government, Human Trafficking, Digital Evidence and Cyberterrorisim. He has also organized very successful international legal conferences on cyberlaw , bringing in scholars, policy officials and members of both the industry and academic community to craft new policies and disseminate scholarly researches. Judge Chawki holds over twenty-five international and national prizes for his academic achievement and was honored in 1996 by the President of the Arab Republic of Egypt and rewarded by the Medal of Excellence in 1998 (Egypt) and the International Prize Claire-L'Heureux-Dubé (Canada) in 2006 and the Medal of Merit from Brasil in 2009 for the efforts provided to Brazilian government in fighting cybercrime.
